The Referees' Union in the Football Association is responsible for refereeing all the football games that are played in the different leagues of the Football Association in Israel.
The Union is headed by the Chairman of the Union who presides over an executive comprising of five members, one of whom is the chairman of the National Professional Committee. In the Union there are several committees, the most important of which is the Professional Committee which deals with all professional matters, like the appointment of referees and auditors, discussions on mistakes in judgement, physical fitness tests and the constitution, etc.
Other committees are the A-B Committee, the Committee for dealing with team complaints, the Instruction Committee and the Hosting Committee.
In addition, there are a number of functionaries in the Union who have professional positions, such as those responsible for national and regional placements, coordinators for visitors, educational coordinators, training coordinators, counselors and physical fitness coaches.
The Director of the Union deals with all administrative affairs and is also responsible for the running of the Union with the Football Association and external organizations. Four regional administrators are subordinate to him. The Referees’ Union is divided into four geographical regions: the northern region whose center is in Haifa; the Sharon region whose center is in Netanya; the central region whose center is in Tel Aviv; and the southern area whose center is in Beer Sheva.
Each area has a meeting once every two weeks in which all the referees from that region take part.
In this meeting, the placements for the following weekend are divided and there are professional lectures.
The Referees' Union maintains strict professional independence, so that even though from the organizational point of view, the Union is a Division of the Football Association, all the professional institutions are independent and all their decisions and appointments are determined by independent, professional bodies.
